ReloadValidationProtocol
Defined in the config module.AI Agent Protocol a gateway implements for atomic, validated config cutover. The invariant: never drain the live runtime until :meth:
validate_candidate returns a report with ok=True. Owning
this contract in core keeps the “never cut over to an unvalidated
candidate” guarantee canonical so every gateway build honours it, rather
than being re-implemented per entry point (SIGHUP, gateway reload,
gateway restart).
