Validate that a runtime supports all required capabilities.

## Signature

def validate_capabilities(runtime_matrix: RuntimeCapabilityMatrix, required_capabilities: Union[Set[RuntimeCapability], RuntimeCapabilityMatrix], runtime_name: str) -> bool
```

## Parameters
