Protocol a gateway implements for atomic, validated config cutover.

The invariant: **never drain the live runtime until**
:meth:`validate_candidate` **returns a report with** `ok=True`. Owning
this contract in core keeps the "never cut over to an unvalidated
candidate" guarantee canonical so every gateway build honours it, rather
than being re-implemented per entry point (SIGHUP, `gateway reload`,
`gateway restart`).
